What is Good conduct certificate (GCC) ?
UAE government is trying to make UAE as on of the safest places on earth. As a part of this from Feb 2018, other nationalities, those who wish to work in UAE should produce a "certificate of good conduct" from respective law and order authorities from their home country or the country of their residence for the past five years. Workers from India should obtain the Police Clearance certificate (PCC) after security background checks by police. Police Clearance certificate (PCC) from your native region is treated as your certificate of good conduct in UAE.

UAE suspended Good Conduct certificate for Job visa from April 1, 2018
UAE temporarily suspended the requirement of Good Conduct certificate for Employment visa from April 1, 2018, due to confusions over the rules. This will be in place until further notice from UAE Ministry of Human Resources and Emiratisation.

Should every one who visits UAE bring Good conduct certificate?
This is applicable for those who lands in UAE with an employment / work visa. His dependents / Sponsored family members are excluded from this.
Those who comes with visit, tourist or student visas are also exempted.
Police Clearance Certificate (PCC) is issued to Indian Passport holders in case they have applied for Residential Status, Employment or Long term visa or for immigration. PCC cannot be issued for persons going abroad on Tourist Visa.

Is Good conduct certificate required for Job switch in UAE?
No, once you reach UAE with a "certificate of good conduct", you can change jobs with in UAE. It is not a 'necessary document' when you apply for a visa if you are in the UAE.


How to apply for Police Clearance certificate (PCC) in India for working in UAE?
Applicants have to register through the Passport Seva on-line portal and click on apply for a police clearance certificate link.

In some states ( example Kerala ), You have to visit your Police authorities for Police Clearance certificate.
Some applicants from kerala has reported that all who seek work visa for UAE, don't apply pcc through passport seva portal . That will not be accepted by uae embassy.. only apply from your city Police commissioner (superintendent of police) office and make attestation from HRD home department (Government of India, Ministry of Human Resource Development) and (MEA) Ministry of of external affairs. Then go to UAE consulate.

What are the documents mandatory for Skilled/Semi-Skilled Workers who are applying for Police Clearance Certificate ( PCC ) for UAE?
Old passport in original with self-attested photocopy of its first two and last two pages including ECR/Non-ECR page and page of observation (if any).
In case of change of address, bring Proof of Present Address.
Self-attested copy of your Job Contract with UAE employer.
If you have already received the UAE visa, bring the copy of valid UAE visa along with Official English translation if the visa is in Arabic language.
